It is haram for the guardian of the woman to force her to marry someone she does not want and does not like. If a woman accepts forced marriage, then it becomes a valid marriage contract. If she does not accept it, then it is an invalid contract.

If an Islamic court approves a marriage without a guardian, the ruling is generally respected. However, for those who wish to be on the safe side, repeating the marriage with the guardian’s approval can remove any doubt regarding its validity.

If you meet the conditions of a valid marriage (stated below) on the basis that you will delay the registration and documentation until you go back to your country or until it becomes easier for you to go to an Islamic center, then there is nothing wrong with that.
